Forza Italia bridged the gap between the two incompatible forces of the Right by forming separate alliances with the League in the North and Alleanza Nazionale in the Centre and the South. It also made great play Page 10 of the fact that it was the newest force on the scene at a time when everything associated with the old order was discredited. Despite Berlusconi’s notorious connections with Craxi’s Socialist Party, he appeared to many to be just the national saviour he perceived himself to be.

Current and former legislators in the city belonging to the PSI, the DC, the PRI and even the post-communist PDS were arrested on charges of taking bribes and rake-offs on public works contracts and illegal financing of political parties. As Donatella della Porta shows, these practices became widespread in local government in the 1980s. When the judges sought Parliament’s permission to start proceedings against two Socialist deputies who were former mayors of Milan, Craxi was forced to remove his own son from the post of PSI secretary in the city.

Our aim is not to provide a total account or a complete explanation of a crisis that continued to evolve even as we were assembling the volume and Page 2 which may well not have run its full course for several years. Rather it is to offer material for reflection and some keys to interpretation. The book is divided into five sections. In the first, the origins, forms and trajectory of the crisis are explored. The second and third sections focus respectively on the parties that dominated politics from 1945 and the new forces that have replaced them.
