These criteria are especially difficult to meet in a densely populated country, one that has many dispersed nuclear targets, one that lacks a developed rural infrastructure and/or one that is simply too small for relocation. While each country has its own specific logistical problems, all large-scale relocation programmes share some difficulties. These include (1) lack of compliance with the instruction to relocate, (2) spontaneous evacuation to unsafe areas, (3) the preservation of public order during the relocation process and in the 'host' communities, (4) the burdens of any adverse weather conditions, (5) the inadequacy of transport facilities, (6) the unwillingness of 'essential workers' to continue in their jobs once the relocation has begun, (7) the damage to the economy from lost production during relocation and, perhaps most important, (8) the inability to discern when to initiate a relocation order and when to rescind it should an attack not occur.

Rather, 'insurance' is loosely interpreted to mean prudent and inoffensive proteetion. It is necessary to define what is being insured' against. Civil defence literature is often unclear about this. In some states civil defence insurance applies to natural disasters or to technological acddents; in some it pertains to conventional war; in others it concerns the effects of nuclear attack. Whatever insurance is desired, however, the distinguishing aspect of the humanitarian insurance rationale is its exclusive focus upon the post-disaster period.

For states with little civil defence preparation, crisis management civil defence could operate differently.
