The study provides examples from South America, Asia and the Pacific where climate risk assessments were not considered during project preparation. Noting the lack of attention to climate change in procedures regarding project design, implementation and evaluation, the authors advise conducting further studies, providing training and undertaking institutional changes to raise awareness. Another example is Klein (2001), analysing whether adaptation to climate change is mainstreamed into German Official Development Assistance (ODA).

The most recent such analysis, by Eriksen and Næss (2003), examines Norwegian development co-operation activities relevant to climate change adaptation, with a special focus on links with poverty reduction strategies in rural areas in Africa. The analysis is based on a review of policies and strategies, not on particular development projects. The report identifies three strategic entry points (livelihood strategies, local capacities and sensitivity, and risk management and early warning systems), which could be used in development co-operation activities as foci for adaptation support.
